What Is CPTM?
The Commonwealth Partnership for Technology Management
(CPTM Ltd.) is a unique International coorperative organisation
among Commonwealth Governments, the Private Sector and Professionals,
Labour, Media and Academia dedicated to promoting Technology
Management a part of the overall process of wealth creation
in a knowledge Driven Economy. While all the Commonwealth Governments
are members in their own right, Private Sector membership is
not so restricted, and CPTM has Private Sector members and Networkers
located in over 50 Countries around the world. CPTM was created
by Commonwealth Heads of Government (CHOGM) in 1995, as the
successor to the Commonwealth Consultative Group on Technology
Management/Private Sector Partnership (CCGTM/PSP) ESTABLISHED
in 1989 - also by CHOGM.
What is CPTM's Mission?
To enhance National capabilities for the creation
of and participation in global wealth, through sound Technology
Management and using Public/ Private Sector Partnerhips.

SMART PARTNERSHIPS - HOW THEY WORK
(a) Teamwork: The ability to reconcile the differences,
agree role and the rule of the game - trust.
(b) Negotiation: A "win-win" approach,
tackling differences up-front.
(c) Vision: Agreement on goals and/or the strategy
to achieve them but flexibility so that they can adapt to change.
(d) Foresight: Taking the lead rather than catching-up
ability to acquire and to audit information, to recognise potential
advantage and risk.
(e) Technology: Related to foresight, but not
all change to technology driven. Need to be technologically
literate with appropriate skills.
(f) Values: Smart Partnerships are not culturally
specific or special to one place. The values are univeral and
inclusive, ethical and seek to gain advantage for all stakeholder.
SMART PARTNERSHIP - ONE CARIBBEAN EXAMPLE
(a) Hotel Training (Antigua and Barbuda)
Problem: Lack of skilled staff inhibiting investment
in new hotels. Loss of trained staff who did not return from
training abroad.
Solution: Upgraded and revitalised hotel training
centre. New buildings, modern equipment, upgraded management
and new courses, more advanced and widen range.
Partners: International - EU Grant 8m Barbados
Dollar Hotel Sector Students.
Smart: ("Win-Win")
Students: did not need to go abroad for training.
Receiving training relevant to local jobs.
Hotels: Local trained staff, less need for expatriates,
branding, indigenous.
Government: saved foreign exchange, inward investment.
Community: More jobs/Prosperity
