Ladies and Gentlemen;

Good Evening:

Let me at the onset extend on behalf of the Government and People of Antigua and Barbuda and my personal behalf congratulations to the people and Government of the People's Republic of China on this the 59th Anniversary of the founding of that great nation.

This evening's celebration is a very special one for the people of China - one that we joyfully share with them as our brothers and sisters.

China also marks today the 30th Anniversary of economic and social reform which has been seen as the driving force behind China's phenomenal growth and development. It has lead to a strong economy thus paving the way for sustained economic development and to the unenviable position being the fastest growing economy in the world.

The opening-up of China is not only geared towards the economic development of the country, but the enhancement of its people. It is a people first agenda, one that is equally shared by the United Progressive Party Administration.

This year has been a mixed year for the people and Government of the People's Republic of China.

There have been many challenges and many success stories - From the devastating snow storms in January to the tragic earthquake in May.

Despite those challenges, the People's Republic of China rebounded to host a successful Beijing Olympics, the 2008 Paralympics and most recently the successful Shen-zoo 7 space mission.

These successes demonstrate strong leadership, the resilience of the people and their dedication to hard work.

I join with all Antiguans and Barbudans in congratulating the government of the People's Republic of China on these significant successes. We share in your celebration.

Ladies and Gentlemen:

There is no doubt that my government fully cherishes our relationship with the Government and People of China. Our relationship has taken on new meaning over the past few years. Investments in Antigua and Barbuda are now largely through grants and significant concessional loan arrangements.

The Power Generation Plant arrangement is a perfect example of the close ties that exist between both our countries.

I look forward to us breaking ground in a few days to commence this very important project for the benefit of the people of Antigua and Barbuda.

My government applauds the People's Republic of China for having such confidence in the Government of this country.

As a true friend of the People's Republic of China, Antigua and Barbuda will continue to support the One China Policy. We believe that there is only one China and the leadership of the Communist Party of China is the sole legal Government representing the entire Chinese people.

We celebrate today with you our brothers and sisters of the People's Republic of China on this joyous occasion.

Long may our friendship last and long live the People's Republic of China.
